We can use the Cre/LoxP to turn off (remove Hin), and use IPTG/LacR (we also want an inducer that is able to go away such as Lactose) to turn on the Hin. Being able to turn the Hin on "and" off would be more beneficial for future use, so we feel that we should try and do both.
