There is a number of (mutually compatible through SBML, open-source tools) available - see the list at www.sbml.org.
For drawing (and based on this, modeling and simulating) genetic circuits, try 'CellDesigner', which runs on Linux, Windows and Mac: http://www.systems-biology.org/002/
